Scott This is a very open question, as for the horizontal stabilizer, are you talking about the fabric covering, or the steel 4130 internal structure? And the wheel pants, are they fiberglass, or some of the certified Cessna plastic ones? Just asking. Dave

The internal structure is made from 4130 steel tubing and varies is sizes from 1/4", 5/16" 3/4" and 7/8" most is either .035 or .049 wall available from Aircraft Spruce. Do you have plans for the starduster horizontal stabilizer as it calls out the size and wall thickness for all of the structure?

As for the fiberglass repair, and good fiberglass finish resin repair kit available from most auto parts or hardware store should work. Dave
